這一幕動人的場面是薩佐諾夫的記錄留給我們的，但有著法國大使帕萊奧洛格的藝術加工之處，那很可能是薩佐諾夫告訴他的。因為普塔萊斯的報告只是說，他曾三次要求對最後通牒作出答覆，在三次遭到薩佐諾夫否定的回答之後，「我就按指示遞交了照會」。
為何一定得要遞交宣戰書呢？海軍大臣蒂爾皮茨海軍上將在前夜起草宣戰書的時候就曾憂心忡忡地問起這個問題。他想知道，如果德國不打算入侵俄國，是不是有必要宣戰和擔當戰爭發動者的惡名？他說，這些話他是「從直覺而不是從理智出發的」。這個問題是極其中肯的，因為德國的目的就是想把發動戰爭的罪責加在俄國人身上，好使德國人民相信他們確實是在為自衛而戰，而且這樣做更可以使義大利同其在三國同盟中應承擔的義務緊密地聯絡起來。
義大利只是在防衛戰爭中才有參與其盟國作戰的義務，並且早已動搖，存有離心，一般都認為它一有空子可鑽，就會溜之大吉。貝特曼頗為這個問題所苦。他警告說，如果奧地利在塞爾維亞問題上拒不讓步，「那就難以把引起歐洲大戰的罪責加在俄國人身上」，而且會「使我們在本國人心目中處於無法立足的境地」。可是，沒有人聽從他的警告。動員令下達那天，按德國外事工作規定，需要正式宣戰。據蒂爾皮茨說，外交部的法學家們堅稱：這樣做在法律上是正確的。「在德國之外，」他黯然神傷地說，「絕不會有人欣賞這種想法。」
然而在法國，對這種想法的欣賞卻比他所知道的要強烈得多。
